		<description><![CDATA[We are developing a global youth policy portal and online community at youthpolicy.org, aiming to consolidate knowledge and information on youth policies.]]></description>
			<content:encoded><![CDATA[<p>We are, with initial support from the Open Society Foundations, developing a global youth policy portal and community at youthpolicy.org, aiming to consolidate knowledge and information on youth policies.</p>
<p>We understand youth policies as policies pertaining to young people’s rights and realities that range across the entire policy cycle – from analysis and policy formulation to policy implementation and evaluation. The portal seeks to address and reflect the variety of actors in the broad field of youth policy, from youth work practitioners and youth researchers to youth policy makers and youth activists.</p>
<p>Youthpolicy.org will feature a knowledge repository and an online community, allowing youth policy actors from across the globe to share and access information, to interact and exchange, to discuss and co-operate. The site will depend on its own community of volunteers, ranging from administrators to practitioners, from researchers to policy makers.</p>

			<content:encoded><![CDATA[<p>In Berlin gibt es viele Jugend-Organisationen, grosse Verbände ebenso wie kleine NGOs. Die meisten Jugendorganisationen sitzen über Berlin verteilt und allein in ihren Büros, die häufig zu klein und zu teuer sind. Selten bieten die Räumlichkeiten Platz für Besprechungen, ebenso oft fehlen Lagerräume, für die sich infrastrukturelle Investitionen nicht lohnen. Oft sind in der näheren Umgebung keine weiteren Jugendorganisationen, so dass die Möglichkeiten zur Vernetzung und gegenseitigen Qualifizierung erschwert sind. </p>
<p>Um neue Akzente in der Jugendbeteiligung zu setzen und die Vernetzung und Schlagkraft zu steigern, streben wir mit sieben Partnerorganisationen der Berliner Jugendbeteiligungsszene einen räumlichen Zusammenschluss in einem neuen Berliner Jugendhaus an. </p>

		<description><![CDATA[We built a learning environment for the upcoming M.A. on European Youth Studies -- a community of discourse, inquiry and practice.]]></description>
			<content:encoded><![CDATA[<p>The idea for a establishing a European Master&#8217;s degree in and for the youth field goes back to the early 1990s, when the field of European youth studies first took shape in what was then called the ‘new Europe’. Rapid, complex and momentous political, social and economic change throughout the region posed policy and practice in the youth field with new issues and challenges. At the same time, non-formal youth education and youth work found themselves faced with new and expanded roles as exchange programmes and highly diverse forms of migration and mobility.</p>
<p>Youth research in Europe had developed in uneven ways in different countries and linguistic-cultural discourse traditions, whereas comparative and intercultural inquiry remained rare. The Council of Europe’s Directorate of Youth and Sport and especially its European Youth Centre in Strasbourg (and subsequently in Budapest) had long fashioned an innovative crucible for European-wide youth policy, youth education and youth work; from the mid-1980s, it had also begun to support debate and exchange between youth researchers. The international community of research and practice that emerged around these initiatives gave rise to the M.A. EYS project.</p>
<p>We conceptualise and implement the e-learning component for the M.A. EYS &#8212; a community of discourse, inquiry and practice at <a href="http://dip.youthstudies.eu/">dip.youthstudies.eu</a>.</p>

		<description><![CDATA[Non-voters are mystified, ignored, and blamed for our democracies coming undone. We risked an attempt to see behind the curtain of non-voting and non-voters.]]></description>
			<content:encoded><![CDATA[<p>In June 2009, elections for the Parliament of the European Union were held. Everyone has been talking about voter turnout, and many projects were trying to encourage young people to use their right to vote. And yet, hardly anyone talks about the people who do not vote, except when to blame them. </p>
<p><em>They are mystified, ignored, thrust aside.</em></p>
<p>We wanted to look into the corners that other people ignore. Who are the non-voting young people? In most European countries, non-voters tend to be concentrated in specific demographic and socioeconomic groups, especially the young and the poor. What is missing, in their opinion, to make voting attractive – or actually even possible? </p>
<p>We wanted to risk an attempt to see behind the curtain of non-voting and non-voters.</p>
